The final report on India’s surveillance state highlights how various parliamentary Acts empower government agencies to act beyond their mandates. For instance, the Information Technology (Intermediaries Guidelines) Rules, 2011, compel ISPs and online portals to provide user information to government agencies, a rule currently being challenged in the Supreme Court.
