The Parliamentary Committee on Subordinate Legislation, chaired by P. Karunakaran, issued a report on March 20, 2013, urging the Indian government to revise the Information Technology (Intermediaries Guidelines) Rules, 2011.

The committee highlighted concerns over the misuse of Section 66A of the IT Act due to vague definitions, recommending clarity by consolidating and defining terms uniformly across laws. It emphasized the need for unambiguous guidelines to avoid creating new categories of crimes inadvertently.

Additionally, the committee addressed issues including due diligence by intermediaries, the handling of content removal within 36 hours, lack of cooperation from foreign companies hosting infringing content, privacy concerns in cybercafes, and the inactive Cyber Regulations Advisory Committee. It urged prompt action by the Ministry to finalize rules and enhance cooperation to address these concerns effectively.
