On April 23 Panchayti Raj Day, the small hilly land locked state of Tripura received the award for introducing model accounting system in Panchayti Raj system and village committees in Tripura Tribal Autonomous District Council. The significance of this award was more visible and relevant in the present scenario when the entire nation is in doldrums while addressing this issue either by creating a new institution or strengthening the present framework.
Based on the recommendation of Eleventh Finance Commission the accounting system was revamped in Panchayti Raj and Village Committees in the entire state using a special software know as PRIA (Panchayti Raj Institution Accounting Software) PRIA. The Recommendations also made CAG responsible for the audit and fiscal management of the three tier Panchayti raj institutions in every state. Even the Government of Orissa received such accolades few years back from the Central Government for introducing e-governance initiative at the panchayat level. While PRIA software strengthened the accounting system, technology can further add transparency within the system. The scope of human errors gets reduced as technology induces efficiency within the system. National Informatics System (NIC) has developed a portal where are all other information and database regarding three tiers Panchayati raj Institutions are available. Their sites are in general user friendly to a certain extent; the contents are published in local languages to make it more compatible with the users while having an impact.
Despite having technological advancement as a medium to achieve certain direction, if the existing institutions are not compatible with its usage it can be a constraint for those institutions from having effective solutions. Also access to technology should be proposed within educational curriculum initiating at primary level, for excluding inhibitions towards using technology if required in any case.
